Introduction

Hello there, my name is Toby Heaney. I am a combat veteran of Operation Iraqi Freedom. I enlisted at 17 years old, did 24 years in the Army, and retired in 2021. I have a bachelor’s degree in Finance, a Master’s in Business Administration, and another Master’s in Economics, and am currently completing my Ph.D. in economics. I prefer to focus my research efforts on veterans’ concerns as well as macroeconomic issues.

I was born and raised in West Virginia as the oldest sibling with 2 brothers, Troy and Josey, and 1 sister, Jessie. I also have 3 kids, Dessie, Adam, and Tahlee, who are all out on their own. I also have my first grandson, Axten.

Toby Heaney is a distinguished academic and military veteran with profound expertise in economics and a steadfast commitment to veterans’ affairs. His extensive background in both academia and military service uniquely positions him as an authority in macroeconomics and veterans-related issues.

Commencing his military career at the age of 17, Mr. Heaney served for 24 years, culminating in a distinguished combat tour during Operation Iraqi Freedom. His tenure was marked by exemplary leadership and an unwavering sense of duty.

Mr. Heaney’s academic pursuits include a Bachelor’s degree in Finance from Fairmont State University, a Master’s degree in Business Administration from the University of Charleston, and a Master’s degree in Economics from West Virginia University (WVU). Currently, he is engaged in doctoral studies at WVU, where his research focuses on critical macroeconomic subjects, including unemployment and the housing market, as well as issues pertinent to veterans.

In addition to his academic endeavors, Mr. Heaney is a dedicated advocate for veterans’ well-being. He has previously held prominent positions in several non-profit organizations, including the prior Commander of the Marion County Veterans Council, Prior State Senior Vice Commander for the State of West Virginia – Veterans of Foreign Wars (VFW), and previously the Legislative Representative for the northern half of West Virginia for the VFW-WV. Toby is currently a member of the Marion County Development Authority.
